Chiller Killers is a cancelled PS1 game by Modified
It was to be an action adventure game set in the funky future featuring 90s techno tunes.

Plot

You would play as a "rogue oxygen dealer", crossing the urban land.
Cashing in the oxygen will allow you to buy weapons needed to evade the hologram police.
With a 24-channel evolving soundtrack, it was to be a music-based experience.

Development

Modified was a British multimedia company. This was to be their first game.
They founded Fuzzy Groove, an internet-based music label.
One of their premier releases was Chiller Killers, an interactive music CD, released in 1997.

This game was likely to be an adaptation of the aforementioned music CD.
Either that or it never was and this was just a case of bad journalism.

Demo

A demo of the original program appears in PCmania issue 55 (May 1997).

Trivia

Modified wanted to port their PC music creation program frEQuency to PS1, Saturn, and 3DO.
This port will never come out.
A few years later Jester Interactive would develop a similar game: Music / MTV Music Generator.
